LEGAL NOTICE
Request for Bids for Transportation Services
For the 2020-2021 School Year
The Board of Education of the Tuxedo Union Free School District, Tuxedo Park, County of Orange, New York, in accordance with Section 103 of Article 5-A of the General Municipal Law, hereby requests the submission of requests for Transportation Services.
Detailed Bid Specifications, Conditions, and forms for Bid submissions are available on the School District’s website at www.tuxedoschooldistrict.org beginning December 8, 2020.
Bids will be received until 10:30 a.m. on December 15, 2020, by Kevin Ziemba, School Business Official, at the Tuxedo Union Free School District Business Office located at 1 Tornado Drive, Tuxedo Park, New York, at which time all Bids will be opened and read aloud via Webex video conferencing. Bids will not be accepted that are sent by facsimile or by electronic mail. Any bids received after this deadline will be returned unopened to the firm.
A pre-Bid meeting will be held on December 8, 2020 at 10:30 AM local time via Webex video conferencing.
The Board of Education of the Tuxedo Union Free School District reserves the right to waive, or refuse to waive, informalities in bidding or accept or reject any and all bids, as it determines to be in the best interest of the School District.
Bids shall remain irrevocable for a period of forty-five (45) days following the date of the bid opening

Letter from Transportation Advisory Services (TAS)
Dear School Bus Contractor,
The Tuxedo Union Free School District in Orange County, New York is considering the outsourcing of its transportation program, and it is seeking Bids from responsible school bus Contractors to operate this program. Presently, there are 11 routes. Transportation Advisory Services (TAS) has been engaged by the School District to develop the Bid specifications and to manage the Bid process. A copy of the Bid document is attached.
The School District is offering a four-and-a-half year contract starting January 1, 2021. Fuel will be provided for the Home-to-School Contract and the Summer School Contract. Presently the School District is operating it own program with leased vehicles and its own drivers. However, the lease agreement expires December 31, 2020. The School District recognized the lateness of the Bid request, and it is willing to extend the lease agreement into the month of January 2021 with the successful Bidder starting later in the month or on February 1st. If possible, the School District is requesting the option of having four (4) full-time School District employees whose job assignment includes bus driving retain this assignment and utilize buses provided by the Contractor. Their salary and associated benefits and payroll taxes will be paid by the School District. There are also six (6) part-time drivers and two aides that the School District requests be given consideration for employment by the Contractor. More information is contained within the Bid specifications and will also be provided at the pre-Bid meeting.
A pre-Bid meeting will be held on Tuesday, December 8, 2020 via webex video conferencing. The Bid submission is due on December 15, 2020. The School District hopes to make an award as soon as possible after the Bid submission.
Prospective Bidders who wish to participate in the pre-Bid meeting are to contact the School District’s Transportation Consultant by Monday, December 7, 2020 at lboffardi@transportationconsultants.com. Please provide your name, the name of your company, and your email address. A webex link will be sent to you. After some introductory information and to provide some structure to the pre-Bid meeting, prospective Bidders will be called to ask question in alphabetical order by the name of their company. To ensure everyone has an opportunity to speak and to ask questions, there is to be only one speaker from each company and a maximum of three questions can be asked by each speaker. Following the last speaker, the meeting will be open to anyone who wishes to speak.
